Honestly I believe that Lucy could win in the hand to hand combat. However Lisanna has her soul magic that could compare to Lucy. Though I don't know. I believe they're strong in their own way.

no magic, it would be Lucy in of physical strength. with magic, she'd have her star dresses. lisanna has more variation and more adaptation, though. I believe it depends on the terrain mostly. open area, Lucy wins. enclosed area, I have to give it to lisanna.
Hmmm… By “hand to hand,” does that mean neither can use their magic? If it’s solely hand combat, no magic, Lucy can use her whips but if magic is allowed, Lisanna can become any animal to overtake Lucy. So, my answer would depend on that.
